Kelly C. Knighton brings over 30 years of occupational safety experience, including senior technical and regional leadership roles with the Occupational Safety and Health Administration.

Kelly has deep expertise in OSHA enforcement, regulatory policy, workplace incident investigation, compliance strategy, and litigation support. Her career with the U.S. Department of Labor’s Occupational Safety and Health Administration included leadership roles at the field, regional, and national levels, including service as Regional Administrator for OSHA’s Dallas Region, where she oversaw federal OSHA programs across Texas, Louisiana, Arkansas, and Oklahoma, with oversight of the New Mexico State Plan. She has advised OSHA leadership, field staff, employers, stakeholders, and legal teams on significant enforcement matters, construction safety, emergency management, catastrophic incident reviews, consensus standards, policy development, and litigation strategy. Through The Knighton Consulting Group, LLC, Kelly provides expert consulting services in workplace incident investigation, root cause analysis, OSHA compliance evaluations, regulatory risk assessment, enforcement strategy, and litigation support across construction, general industry, and maritime sectors. Kelly has supported plaintiff and defense cases.
